In May, the first preliminary EU assessment mission was completed, following which the first official report was presented.
This report is the foundation for further action to complete the transposition of EU regulations; clarification of translations and correlation tables, as well as for further audit of the national quality infrastructure.
We have taken another important step closer to concluding an “industrial visa waiver”. The first report of the EU mission experts with a highly positive assessment of the compliance of our regulatory framework with the EU framework is a real green light to the next important stages. For the first time since Ukraine’s independence, we are moving towards the goal of “industrial visa-free travel” very confidently, systematically, and systematically. For the first time in many years, a comprehensive assessment of all documents required for the conclusion of the agreement took place, ”commented the Minister of Economy, Trade, and Agriculture of Ukraine Ihor Petrashko.
Thus, experts assessed the level of transposition of each of the 80 EU regulations, the implementation of which will be required for the conclusion of an agreement on “industrial visa-free travel”. It should be noted that the list of regulations to be evaluated has been expanded to include regulations on eco-labeling and eco-design.
Regarding 67 documents, experts concluded that EU legislation has been properly transposed. Work is underway on 13 more documents. For 6 of them, draft relevant EU regulations were submitted.
EU experts provided very important recommendations on the nuances of transposition of EU documents into national legislation, translation of terminology, preparation of correlation tables, etc.
The experts also identified a range of issues that need to be addressed in preparation for the agreement, in particular, the recognition of CE marking, participation in RAPEX and ICSMS. This set of issues will require joint action by Ukraine and the EU to prepare Ukraine for involvement in the EU technical regulation system.
Experts also concluded that the national quality infrastructure operates on the basis of EU norms and principles. This conclusion gives the green light for the next stage in the agreed action plan for concluding the ACAA – evaluation of the work of institutions. Therefore, a comprehensive audit of the work of all institutions in the field of technical regulation will begin in the coming weeks.
The Ministry of Economy timely and fully ensures the implementation of one of the longest projects of Ukraine’s sectoral integration into the EU internal market – the conclusion of the ACAA agreement (“industrial visa waiver”).
