On December 8-9, 2020, the fifth meeting of the EU-Ukraine Association Committee took place in the trade composition by video conference from Kyiv to Brussels.
During the intensive two-day work, the parties discussed a range of issues related to the implementation of Section IV “Trade and Trade-Related Issues” of the EU-Ukraine Association Agreement, including technical barriers to trade, customs issues, sanitary and phytosanitary measures. , issues of intellectual property, public procurement, competition, services, trade, and sustainable development.
During the event, special attention was paid to the agreement of the parties on further steps to revise the trade provisions of the Association Agreement, assess the readiness of the quality infrastructure for the Agreement on Conformity Assessment and Acceptance of Industrial Goods (ACAA), accession to the Conventions on Common Transit Procedure. , recognition of measures for regionalization and zoning of animal diseases, the mutual opening of public procurement markets, an approximation of Ukrainian legislation to the provisions of the EU acquis in the field of state aid, Ukraine’s integration into the EU Digital Single Market, further liberalization of capital movements.
The parties also discussed the results of the work of the Subcommittee on Trade and Sustainable Development, the Subcommittee on Geographical Indications, the Subcommittee on Customs, and the Subcommittee on Sanitary and Phytosanitary Measures.
As a result of the discussion, progress in the implementation of Ukraine’s trade provisions of the Association Agreement was noted, as well as key bilateral agreements were reached, in particular on:
✅carrying out official consultations in 2021 on the revision of the trade provisions of the Association Agreement;
✅next steps to assess the readiness of the Ukrainian quality infrastructure required for the signing of the ACAA Agreement;
✅completion of approval and signing in 2021 of the Committee’s decision to update Annex XVII “Regulatory Approximation” to the Association Agreement;
✅further discussion on compliance by the EU Member States with the provisions of the Association Agreement on mutual access to the market for international road transport services;
✅continuation of EU support for Ukraine’s measures in the digital and telecommunications sphere;
✅measures on mutual recognition of electronic trust services between Ukraine and the EU;
✅establishing communication between the regulators of the financial sector of Ukraine and European supervisory authorities.
