The prohibition on carrying out planned measures of state supervision (control) in the sphere of economic activity is established by the Law on Support of Taxpayers. However, the current legislation no longer provides for a total ban on business inspections, as it was before.
Therefore, today it is forbidden to conduct scheduled inspections by state supervision (control) bodies in the field of economic activity – until the last calendar day of the month in which the quarantine expires.
The ban on inspections does not apply to the following measures of state supervision (control):
- for the activities of business entities that are classified as high-risk business entities (according to the criteria for assessing the degree of risk approved by the Cabinet of Ministers);
- in the field of compliance with the requirements for the formation, establishment, and application of state-regulated prices;
- in the field of sanitary and epidemic well-being of the population.
Thus, until the end of quarantine, planned measures for state supervision (control) are prohibited in almost all spheres of economic activity, except for the above-mentioned exceptions.
Earlier, by amending the law, the legal conflict was eliminated, which arose due to the inconsistency of the two laws, which established a ban on scheduled inspections, but to varying degrees.
