Biosafety will be strengthened and biotechnologies will be developed in Ukraine

Biological threats, both current and new, are one of the greatest challenges to the world’s public health system. Countries that do not have their own production facilities for diagnostic tools, medical devices and medicines are particularly vulnerable, as a global pandemic or emergency creates a global shortage and high competition. Ukraine is no exception. At present, we do not have the capacity for state-owned production of medical devices (test systems, etc.) and immunobiological drugs (serums, vaccines, etc.) for human health needs, while maintaining the ability to produce them for animals. The country depends on the supply of diagnostic tools (eg, test systems) for the diagnosis of a number of infectious diseases. This situation increases dependence on imports and carries additional risks of vulnerability to biological threats.

“In recent decades, Ukraine has almost completely lost its production base for vaccines and test systems for diagnosing infectious diseases. In pursuance of the President’s instructions, we began to rectify this situation last year. One of the key steps in this direction will be the creation of a cluster “Biosafety and the development of biotechnological technologies.” The project budget for this year is UAH 100 million, ”said the Prime Minister of Ukraine Denis Shmygal.

Accordingly, today the Cabinet of Ministers of Ukraine adopted a draft resolution “On approval of the Procedure for the use of funds provided in the state budget for the creation of a biocluster” Biological Safety and Development of Biotechnology Technologies “, which should significantly improve the situation.

“Our goal is to restore existing and start new biotechnological productions in the country,” commented the Minister of Health of Ukraine Viktor Lyashko. – International experience shows that the practice of creating bioclusters works effectively in this direction. This approach provides opportunities for the development and manufacture of test systems for the diagnosis of diseases, as well as the development of vaccines with open technology of production of international companies, and in the future the development of their own vaccines.

The Law of Ukraine “On the State Budget of Ukraine for 2021” under the budget program 2301300 “Creation of a biocluster” Biological safety and development of biotechnological technologies “provides for expenditures in the amount of 100 million hryvnias. These funds allow launching the biocluster in 2021, as well as creating conditions for its further sustainable development.

In 2021, the operation of the biocluster will be carried out on the basis of the State Institution “Public Health Center of the Ministry of Health of Ukraine”, which has the necessary human and resource potential. This will allow you to quickly identify potential developers for the formation of sustainable biocluster structures.

Further development will require the creation of a specialized state-owned enterprise that will manage the biocluster, use developments and manage the technology park. Such a state-owned enterprise will be established in the 4th quarter of 2021.

The procedure adopted today also provides for the allocation of funds for the development of design estimates for the design of the President of Ukraine “Healthy Ukraine” facility, which will comprehensively address the basic decisions of the National Security and Defense Council, including the creation of a chemical center to counter threats.

Biocluster is a group of interconnected organizations, the creation and further activities of which are aimed at supporting and strengthening partnerships of public institutions with private, research, educational institutions to create a network of cooperation aimed at developing and implementing scientific innovations in medicine, pharmaceuticals and biotechnology.
