The Cabinet of Ministers of Ukraine has approved the draft law “On Amendments to the Law of Ukraine“ On Rehabilitation of Persons with Disabilities in Ukraine ”to bring it into line with certain legislative acts”.
It is proposed to amend the Law of Ukraine “On Rehabilitation of Persons with Disabilities in Ukraine” concerning the classification and terminology of technical and other means of rehabilitation in accordance with international standards.
The Cabinet of Ministers notes that the draft law is aimed at bringing the legislation of Ukraine in line with international standards.
This bill was registered in the Verkhovna Rada of Ukraine 4542 dated 24.12.2020.

Thus, in particular, Article 26. Means of Rehabilitation of Persons with Disabilities of the Law of Ukraine “On Rehabilitation of Persons with Disabilities in Ukraine” regarding compliance with certain legislative acts will determine that:
technical and other means of rehabilitation of persons with disabilities are aids for individual use, which include:
- to maintain, train or replace lost/impaired body functions;
- to train skills;
- prostheses, orthoses, orthopedic shoes;
- for self-service and personal care;
- to ensure personal mobility and transportation;
- for orientation, communication, and information exchange;
- furniture and other means;
- for the training of persons with special educational needs in educational institutions.
Medical devices are devices, complexes, equipment systems, tools, devices, implants, accessories, materials, or other products intended for the diagnosis, treatment, and prevention of diseases.
As a justification, it is noted that these changes are proposed in order to bring the classification and terminology of technical and other means of rehabilitation in accordance with the international classification ISO 9999: 2016, “Assistive products for persons with disability – Classification and terminology”.
The draft act was developed by the Ministry of Social Policy on its own initiative.

The international standard ISO 9999: 2016,, Assistive products for persons with disability – Classification and terminology ”establishes the classification and terminology of technical and other means of rehabilitation.
In order to bring the classification of technical and other means of rehabilitation and related terminology to international standards, DSTU 7202: 2019 was adopted, “Assistive devices for people with disabilities. Classification and Terminology (ISO 9999: 2016, NEQ) ”, which entered into force on 01.01.2020.
