The developer determines that the purpose of the draft resolution is to introduce uniform methodological principles for calculating the value of a unit of donor blood and a component of donor blood produced by the subjects of the blood system.
The Ministry of Health of Ukraine notes that the draft resolution was developed pursuant to paragraph 6 of Article 22 of the Law of Ukraine “On Safety and Quality of Donor Blood and Blood Components” and in accordance with subparagraphs 8 and 18 of paragraph 2 of the action plan for implementing the National Blood System Development Strategy until 2022, which was approved by the order of the Cabinet of Ministers of Ukraine on November 20, 2019, № 120.
The draft resolution proposes to approve the mechanism of forming the price of a unit of donor blood and the component of donor blood, taking into account the components.
When calculating the cost of a unit of donor blood and a component of donor blood, the head of the subject of the blood system approves:
- list of blood components and procedures that are performed before and after blood collection and (or) its blood components and are included in the cost of production;
- list of services for procurement, testing, processing, storage, and distribution of donor blood and its components;
- certificate of basic expenses for the previous year;
- time norms for medical services;
- act of timing;
- norms of expenses of materials for medical services;
- cost of consumables used in the provision of procurement, testing, processing, storage, and distribution;
- cost of services for procurement, testing, processing, storage, and distribution of donor blood and its components;
- calculation of costs “Salaries of basic medical staff”;
- the cost of providing the service.
Calculations are made by the cost method, which is based on the calculation of the cost, taking into account the costs required to provide services for the procurement, testing, processing, transportation, storage, distribution, and sale of donor blood and its components.
When calculating the cost, the amount of all costs of the subject of the blood system for the formation and provision of services in the field of health care is determined, taking into account the requirements of the legislation.
The discussion will last until January 30, 2021.
The draft resolution needs to be approved by the Ministry of Defense of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Digital Transformation of Ukraine, the State Regulatory Service of Ukraine, the Ministry of Economy, Trade, and Agriculture of Ukraine, the Verkhovna Rada of Ukraine Commissioner for Human Rights. state administrations and requires a legal examination at the Ministry of Justice of Ukraine.
