The main event of 2019 in the field of public procurement was the adoption of the Law “On Amendments to the Law of Ukraine” On Public Procurement “and some other legislative acts of Ukraine on improving public procurement”. The Council’s decision makes many changes to the current Public Procurement Law, which takes into account feedback from customers and businesses. Such changes are necessary to ensure efficient, transparent and quality public procurement. In addition, the document harmonizes Ukrainian public procurement legislation with European law.
In 2019, 1.238 million public purchases with an estimated value of 581.3 billion UAH were successfully completed. And the number of active procurement organizers was 28 850, the number of active participants – 159 980.
In view of the positive experience of the Pilot Procurement Centralization Project, the Cabinet of Ministers of Ukraine in September 2019 decided to designate the Professional Procurement Unit as the first centralized procurement organization. The CPO may organize tenders for the benefit of other customers. Later, the Government identified a list of contracting entities that would use the CPC mechanism without fail, as well as a list of goods under such procurement.
In 2019, the electronic procurement system integrates with other registers, which greatly facilitates tendering for customers and suppliers.
